Glossary and Definitions

 

TERM
DEFINITION
Affected licensee(s) The licensees who are party to a relocation in this spectrum band.
ATC Ancillary Terrestrial Component is the terrestrial base station component of a Mobile Satellite Service system.
AWS Advanced Wireless Service
Base station(s) A location in which an AWS or MSS licensee will transmit its wireless service.
Benefit(ing) A licensee, either a relocator or later entrant, who is advantaged by removing the interference potential to an incumbent’s system.
BRS Broadband Radio Service
BRS system(s) Broadband Radio Service system typically includes transmitter/hub and receive site(s).  Such systems can be either one-way or two-way, and their configuration will determine which cost-sharing test is to be applied.
Clearinghouse An FCC designated entity to identify cost-sharing obligations related to spectrum clearing activities.
CMA Cellular Market Area – 734 throughout the nation.  In the AWS band, the FCC licensed the A block (20 MHz).
Co-channel Two or more wireless communication systems operating on the same frequencies creating interference potential.
Cost-sharing The process in which one entity pays another for previous spectrum clearing activity.
Cost-sharing obligations The money a later entrant will owe to the relocator or other benefiting licensees as identified by the Clearinghouse.
Depreciation A factor calculated as part of the cost-sharing formulas.  Early entrants theoretically gained a larger benefit from a specific relocation over later entrants and consequently paid a larger amount in the cost-sharing of a relocation.
EA Economic Area- 176 throughout the nation.  In the AWS band, the FCC licensed the B (20 MHz) and C (10 MHz) blocks.
Entrant A licensee that is providing a new service, such as AWS and MSS in a frequency band that is encumbered by existing systems, such as Fixed Microwave Links or BRS systems.

FS Fixed Microwave Service
FS link(s) Fixed Microwave Service link(s) are point-to-point communication systems.
Full reimbursement When a licensee relocates an incumbent facility that is either fully outside its market area or its licensed frequency band, it may seek full reimbursement through the Clearinghouse and is not subject to depreciation.

Geographic Service Area, the licensing area for a BRS licensee

Existing or current user of the spectrum

Involuntary relocation

An FCC procedure requiring a new entrant to construct, test, and deliver replacement facilities comparable to facilities in use by the incumbent at the time of relocation, subject to a one year right of return.  An involuntary relocation would normally take place after the mandatory negotiation period.

Licensee(s)

An entity who obtains authorization from the FCC to use certain frequencies in a given geographical area

Line-of-sight

An unobstructed signal path.

Link status

Incumbent systems will be classified as primary or secondary.  Per the FCC rules, only active links with a primary status are eligible for cost-sharing in the AWS band.

Mandatory negotiation period

A negotiation period in which new entrants and incumbents were required to negotiate the terms for relocation in good faith.  The lengths of such negotiation periods vary based on upon the incumbent classification.

MSS

Mobile Satellite Service

Multiparty

A situation when a relocation is performed by two or more parties.

One-way BRS system

A BRS system configured to transmit in one direction.  It typically delivers video programming.

Participant(s)

Any licensee who partakes in the cost-sharing process

PCN

Prior Coordination Notification

Premium payments

Payments made to the incumbent above and beyond the actual allowable costs to relocate their existing facility.  Such payments are not eligible for cost-sharing.

Pro-rata

Expenses of a relocation are shared or divided equally, subject to depreciation, according to the FCC’s cost-sharing formula.

Proximity Threshold Test

The test, as defined by the FCC, to determine if a later entrant will contribute to the cost-sharing of a particular microwave link.

The box, as defined by the FCC, is a geographical area to determine when cost-sharing obligations are triggered.

REAG

Regional Economic Area Grouping – 12 throughout the nation.  In the AWS band, the FCC licensed the D (10 MHz), E (10 MHz) and F (20 MHz) blocks.

Reimbursement

The money owed by a newly identified benefiting licensee to previously benefiting licensees.

Reimbursement opportunities

The situation in which a licensee who has either paid for a relocation or shared the costs of a relocation may collect money from later entrants.

Relocation

The actual moving on an incumbent’s system.

Relocator

The entity that pays to clear the spectrum and remove the interference potential of an incumbent facility.

Systems

Wireless communication facilities or networks.

Transaction fee

The money a licensee will pay to the Clearinghouse for providing notification of a reimbursement opportunity.

Trigger

The event in which a new entrant creates a cost-sharing obligation.

Two-way BRS system

A BRS system configured to transmit and receive information.  They typically provide digital broadband services, including Internet access.

User

Anyone who establishes an account with the CTIA Spectrum Clearinghouse and utilizes its services.

Voluntary relocating incumbent

An incumbent user of the spectrum who relocates its own facilities.
